Protecting the Freedom To Choose and To Access Reproductive Care

In a gut-wrenching decision, the United States Supreme Court overturned Roe v. Wade, which guaranteed the right to safe and legal abortions for five decades. As a social worker and as a domestic violence advocate, I’ve seen firsthand the devastating effects that a dangerous, traumatizing, or unplanned pregnancy can have on a woman and her family. As a public official, I’ve fought tirelessly to protect our right to reproductive health care for more than a decade.

Let me be clear — the decision to have a child should rest solely between a woman and her doctor, not the government or politicians.

In September, an Arizona judge allowed the 1901 abortion ban to go into effect, which outlaws abortion, requires prison time for nurses and doctors, and makes no exceptions for rape or incest. Our courts have failed to intervene and overturn this 100-year-old law, eliminating Arizonans’ fundamental right to make decisions about our own bodies.

On day one, I will call a special session of the legislature to repeal the draconian 1901 law. If Republicans in the legislature fail to respect the will of their constituents and fail to protect women’s health, I will lead an effort, alongside our state’s reproductive health care advocates, for a ballot measure to repeal and replace this abortion ban with one that is in line with the beliefs of the vast majority of Arizonans.

I will work tirelessly to increase access to safe and legal abortion services and reproductive care, use my veto pen to oppose any restrictive and extreme measures coming from the legislature, and make sure that women and families have the resources they need to thrive right here in Arizona.

The failure to act by our courts and legislature has created a dangerous situation for women and families. It especially affects people of color, people living in rural areas, low-income communities, and those who already face barriers to accessing the reproductive care they need. I’ve witnessed the vicious cycle that poverty and lack of access to reproductive health care create, and I will not allow this ruling to take us back in time and erode the rights we have fought so hard to secure.

Arizonans deserve a governor who has been on the frontlines of this fight for decades. I plan to do everything in my power as a mother, a social worker, a domestic violence advocate, and as governor to stop these unprecedented attacks and to secure women’s rights for the next generation.

Protecting Arizonans’ Fundamental Freedom To Choose

Repeal the draconian 1901 law that criminalizes abortion and requires prison time for medical professionals.

• On day one, Katie will call a special session of the legislature to vote on overturning the 1901 abortion ban that outlaws abortion, requires prison time for nurses and doctors, and makes no exceptions for rape or incest.

a. The law requires a minimum of two years and a maximum of five years of prison time for abortion providers who will now have to think twice while performing routine pregnancy care.

• As we’ve seen, the Republicans in charge of the state have refused to take action to protect Arizonans’ fundamental freedoms so far. If Republicans in the legislature fail to respect the will of their constituents and fail to protect women’s health, I will lead an effort, alongside our state’s reproductive health care advocates, for a ballot measure to repeal and replace this abortion ban with one that is in line with the beliefs of the vast majority of Arizonans.

• Katie’s extremist opponent, Kari Lake, supports this complete abortion ban that has no exceptions for rape or incest. She called the 1901 ban a “great law” and stood by her support of it when pressed by fact checkers. She also said in June that she would support and enforce the 1901 ban and after winning the primary said she would enforce the “great laws” on the books and “uphold” it.

• As governor, Katie will use every tool at her disposal to restore the crucial reproductive rights we have been guaranteed for the last 50 years.

• And finally, as governor, Katie will proactively support and provide ongoing resources to reproductive health care providers as they administer critical services to Arizona’s families.

Use her veto pen to fight back against efforts to further restrict our reproductive freedoms.

• Katie knows that striking down Roe v. Wade is just the beginning, not the end, of the extreme and out of touch efforts to restrict our freedoms, including the fundamental right to contraceptive care.

• States like Mississippi, Idaho, and Tennessee are already taking action to criminalize contraception. Now, Republicans in Arizona are singing the same tune.

• These bans are so extreme that they call into question the ability for families to access in vitro fertilization treatment and for pregnant women who miscarry to get the treatment they need.

• As governor, Katie’s veto pen would be the last line of defense to stop these restrictive and extreme bills in their tracks.

Expanding Access to Reproductive Care and Family Planning

Expand access to family planning resources so that every Arizonan, regardless of their background or income, has access to proper reproductive care.

• Katie will appoint pro-choice Directors to the Arizona Department of Health Services (ADHS), Arizona Health Care Cost Containment System (AHCCCS), and the Arizona Department of Administration (ADOA). ADHS licenses clinics and provides reproductive health funding for teen pregnancy prevention. AHCCCS provides abortion care and could expand family planning services with federal matching funds. And ADOA is responsible for the state’s broken policy on maternity leave for state employees.

• Katie will expand reproductive health care made available through Medicaid to increase access to birth control to include people with incomes up to 200% of the federal poverty line.

• Katie has a long legislative record of supporting funding for reproductive health care organizations like Planned Parenthood that provide access to care for low income, rural, and other hard-to-reach populations. As governor, she will fight back against attacks on these organizations and ensure they continue to receive robust Title X funding so that they have the resources they need to provide this critical care.

• Additionally, Katie will work to increase funding for family planning services outside of Medicaid and fight to double funding for Title X by providing a one-to-one state match with the federal dollars Arizona already receives, which will help expand family planning services, education on contraception, and breast and cervical cancer testing for thousands of low-income, uninsured, and under-insured Arizonans.

Use regulatory and enforcement power to protect women and medical professionals.

• As governor, Katie will convene stakeholders and encourage increased collaboration between the Arizona Department of Health and abortion providers during the rule-making process. This will lead to more informed implementation of administrative and regulatory guidelines.

• Katie will work with the attorney general, county attorneys, law enforcement agencies, and state and local officials to ensure that women who seek abortion or reproductive services and medical professionals who perform those services are not subject to prosecution under draconian abortion bans.

• Katie knows that protecting Arizonans’ reproductive freedoms means more opportunities for families to thrive and contribute to a strong economy. That’s why Katie’s Affordable Arizona plan would help Arizonans get back to work in good-paying jobs by permanently expanding child care assistance and providing other financial relief to support families.

• As a social worker and domestic violence advocate, Katie saw firsthand the disproportionate impact public policy has on women of color and will work to improve women’s reproductive health care access. That’s why Katie’s Inclusive Arizona plan would reduce maternal mortality during pregnancy by providing funding to implement the recommendations of the Committee on Maternal Fatalities and Morbidities and expand Arizona Health Care Cost Containment System care from 60 days to 12 months postpartum.
